Money reaches consumers through two different systems, and they behave differently. Government enforcement refunds, from the Federal Trade Commission and the Consumer Financial Protection Bureau, usually arrive without a claim: the agency has the company’s customer list and sends the payment. Private class-action settlements almost always require a claim form by a deadline set in the court’s preliminary approval order, and missing that date usually means missing the money.
